Kulyash Ilyasova is a leading Kazakhstan expert in the area of civil, investment, privatization, corporate, subsoil and environmental legislation.
She is the author of more than 130 scholarly works on different issues of civil law, legal regime of immovable property, state registration of rights to immovable property, land use and subsoil use, main pipelines and other linear facilities, concept of investment in the Kazakhstan law, investor guarantees, state's participation in civil legal relations, condominium, easements, inheritance, agricultural (farming) business, leasing, legal entities, etc.
Ms. Ilyasova partook, at different times, in the development of the following laws of the Republic of Kazakhstan: Law on Bankruptcy, Law on Individual Entrepreneurship, Law on Land, Law on State Registration of Rights to Immovable Property, Law on Concession, Law on the Sovereign Wealth Fund, and many other, and the decrees of the Government of the Republic of Kazakhstan defining the requirements to safety, operation and safeguarding of main pipelines.
Ms. Ilyasova participated in the preparation of opinions, comments, proposals and analysis reports on a number of draft legislative acts: on subsoil and subsoil use, on main pipelines, on gas and gas supply, on competition and limitation of monopolistic activities, on state regulation of the production and turnover of certain types of petroleum products, on enforcement proceedings and status of court enforcement officers, on valuation activities, on insurance activities, and other.
Ms. Ilyasova is experienced in the due diligence of contracts entered into between the Republic of Kazakhstan and foreign investors, including subsoil use and electric power industry related contracts.
At various times, Ms. Ilyasova completed internship and advanced training courses at the Max Planck Institute for Comparative and International Private Law (Hamburg, Germany), Advanced Training Institute (New York, USA), and Moscow State University (Moscow, Russian Federation).
