President Kassym-Jomart Tokayev approved amendments in the Labor legislation
The Law of the Republic of Kazakhstan “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Labor Issues” is aimed at the alignment of the labor legislation of #Kazakhstan with the international standards specified in the conventions of the International Labor Organization (#ILO), as well as at #electronic systematization of #labor #contracts and the introduction of the Unified System of Accounting for Labor Contracts (USALC) to collect them in a single system. So, in order to #digitalize #personnel #records management, it is proposed to provide for the transfer by an #employer of the information on the #employee’s labor activities stipulated by the labor contract into the #USALC.
Since 2018 in Kazakhstan, the project USALC has been working in pilot mode involving state-owned companies for the purpose of introducing information about their employees into the system. AEQUITAS deemed it reasonable, although we are not a state-owned company, to take part in this pilot project. We registered in the system and started introducing information about our employees. While testing the system, we discovered certain drawbacks, complexities and gaps and shared our opinion with the Ministry of Labor through the available sources. In 2019-2020 we also conducted #workshops for major companies (among our clients), where we provided step-by-step instructions on the introduction of #data into the system and recommendations on how to prepare oneself to start officially using this system. Thereby we worked out ready-made instructions for a quick start for a corporate user. We shall continue conducting the workshops to tackle specific issues, as well as the necessary consultation procedures to put into effect relevant internal business processes and to undertake the appropriate actions as soon as possible.
